NPRST is the Navy’s applied manpower and personnel research laboratory
dedicated to shaping the Department of the Navy’s human resources vision by providing
the scientific research and operational products necessary to attain it. Our goal is to
improve the manpower, personnel, training and education (MPT&E) processes that impact
the life of every Sailor and Marine and their families, from recruitment through retirement.
NPRST produces valid and effective products that address real-world problems by uniquely
blending deep functional knowledge with scientific and technical expertise. We are successful
when our products are integrated into the operational Navy or Marine Corps.
Prominent areas of NPRST research include educational and psychological assessment and validation;
enlisted and officer selection and classification; manpower distribution and personnel assignment;
policy planning and impact analysis; forecasting, modeling and simulation, testing, verification,
and validation; decision support system development; Navy-wide survey development, administration,
and analysis; and organizational assessment and program evaluation. To support our customers, NPRST
provides a full range of services, including Institutional Review Board services; data management and
hosting; software development and programming support; scientific and technical consultants; and a vast
social science and technical library with 10,000 books, 73 current periodicals, 10,000 bound periodicals,
and 20,000 technical reports.
NPRST develops and validates new technologies, methods, and business processes to recruit, develop and
retain the successful Sailors and Marines essential to fleet readiness. We provide the tools, data, methods,
and analyses necessary to anticipate and manage changing fleet demands. Moreover, we provide the means to
understand the attitudes and opinions of service members and to predict their continuation behavior in response
to changes in alternative incentives, policies and practices.
